A small town judge keeps his secretary (Cassandra Knight) bound and gagged for his own amusement, as well as petty offenders like Shara. Karina Santos is sent by the Judicial Review Board to investigate Cassandra’s complaint about her boss, but she may be biased in favor of the misbehaving magistrate.
